Good morning ,your exceHency,mr zhu,vice minister of sepa,your excellency,mr wang min,governor of ji lin province,distinguished representatives of national,provincial and city governments,ladies and Gentleman,I would like to start by thanking the govenment of china for lnviting the World Bank to participate in these important event.this international ozone day is celebrated throughout the WORLD AND PROVIDES COUNTRIES WITH AN opportunity to review what has been accomplished and WHAT CHALLENGES lie ahead.
For the world community I believe that we can say that the developed countries have met their commitments to phase out ozone depleting substances as well as their commitments to support the developing countries by providing financing to the multilateral fund.I think that that we can all say that this has been very successfull given the POSITIVE SITUATlON of most developing countries in meeting their obligations to the Montreal Protocol today.
For the world bank,I am happy to note that programs and projects implemented by the world bank under the Multilateral Fund and Global Environment Facility account for over 260,000 odp tonnes or over 70%of phase out achieved under these two funding mechanisms.
NOW LET me turn to china's effort towards the Montreal Protocol.I think we can all say that the government of China's work in this area has been extremely positive and is well on target in meeting aH its international commitments to the Montreal protocol.I would like to take this opportunity to congratulate the government of china on behalf of the world bank for its achievements in ODS phaseout in virtually all of the ODS sectors,both in the production and consumption side .
Though very difficult,China is able to accelerate its CFC and ODS phaseout by July 1,2007 with a strong regulatory framework,particularly with its new "ODS management regulation" and the Bans -- BAN ON CFC 11 on the foam sector,ban on CFC 11 ON TOBACCO sector,ban on CFC production,except for MDI,and ban on CFC on home appliances--all to be promulgated by July1,2007.This should be regarded as a real feat given that developing countries including China had till 201O to achieve this target.
I would also like to note THE RECENT China approach to ozone friendly provinces and CITIES TO have these governments fully engaged is an excellent initiative to help sustainability of china's ods program at the local level.This can be illustrated with the recent commissioning of the partnership with 12 provinces and cities to accelerate their ods phase out programmes.having seen the results first hand this week in presentations by government representatives of the cities of shenzhen and Wuhan were they have demonstrated to sepa that they have met there targets by july of this year.It is important to note that if we were to look at the size of these cities and provinces they are larger than any low volume consuming country in terms of population and ods consumption.The world Bank supports and welcomes other provinces and cities to join this important undertaking.
Once again,with this initiative,china has demonstrated its leadership role within the international community.
I would like to note that china has demonstrated frequently over the years its ability to develop new ways of implementing its commitments to the montreal protocol that have been replicated in other countries and to deal with other issues other than ODS. A few examples worth mentioning that I am pleased to note that have been very succesful are:
·Performance-based disbursement and audits.all sector plans are based on pre-determined phase-out schedule,annual phase-out targets and specific performance indicators.this has been replicated in quite a number of other countries
·Quota systems-a tradable production system has been developed for sector plans involving the production sectors.
·Bidding system-a system setup in conjudior1with production quotas through which ods producers are encouraged to sell their quotas to the government in return for grant funds.
Looking forward,proper policy and regulatory framework on HCFC will be necessary.China produces over 300,OOO MT of HCFC22,equivalent to about 15,OOO tons of ODP and its production is increasing exponentially.China also produces over 30,OOO of HCFC141b,about 3,30O tons of ODP per year and is also increasing very fast.In addition to ozone depletingpotentials,These have global warming potentials as well.Early adoption of appropriate policies and regulations willhelp keep HCFCs under controland phaseout at the appropriate time.
We look forward TO THE government of china's introduction of new nationalregulations and bans that i have been advised that they willbe promulgated by state councilin july 2007.
In closing i would like to say,that We alllook forward to the 2007internationalozone day,as wellwe willbe celebratingthe 2Oth anniversary of the montrealprotocolnext year and willbe two great opportunity to congratulate china,which was the largest producer and consumer of ods in the world a number of years ago and has now progressed to one of the first developingcountries to complete its phase out of aH its ods.
